29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    a) On or about January 17, 2020 and at times prior thereto; Two roofers installing flashing on an 8:12 pitch roof were using a portable metal ladder to access the roof line at 10 feet, and the side rails were extended only two feet, exposing them to a 10 foot fall to concrete and/or ground.    Note* Abatement certification IS required for this item.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):     a) The employer does not ensure that employees use fall protection when exposed to serious fall hazards during roofing work. This condition was most recently observed at an existing residential job site at Century Farms subdivision, Phase 7, Lot 2 Block 30, 3779 E Murchinson, Meridian, Idaho 83642, on January 17, 2019. Two roofers were installing roofing felt on an 8:12 pitch roof without a fall protection system in place and were exposed to fall hazards ranging from 10 to 25 feet from various locations on the roof to the concrete and/or ground below.       Cano Roofing, Inc dba Signature Roofing was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1385765, citation number 1, item number 2, and was affirmed as a final order on April 11, 2019 with respect to a workplace located at 1639 S. Kimball Way, Boise, Idaho 83709.      Cano Roofing, Inc dba Signature Roofing was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1053241, citation number 1, item number 1, and was affirmed as a final order on June 24, 2015, with respect to a workplace located at 5193 Waters Edge, Garden City, Idaho 83714.
