29 CFR 1915.73(d):  When employees are exposed to unguarded edges of decks, platforms, flats, and similar flat surfaces, more than 5 feet above a solid surface, the edges shall be guarded by adequate guardrails meeting the requirements of 1915.71(j)(1) and (2), unless the nature of the work in progress or the physical conditions prohibit the use or installation of such guardrails.    (1) Railway 3, M/V Catalina Express, Deck Engine Space: During the inspection, in this instance employee(s) were cleaning the engine compartment by accessing the engine space by an adjacent manhole in close proximity to a level unguarded opening.  Employees were exposed to fall hazard(s).    (2) Railway 3, M/V Catalina Express, Edge of Dock: During the inspection, in this instance employee(s) were accessing the vessel from the dock which was not guarded by adequate top and mid rails to prevent falls. Employees were exposed to fall hazard(s).
