The employee accessed the platform by climbing the supporting ladders and climbing around the bracket and platform. NO ABATEMENT CERTIFICATION REQUIRED

The employees did not have their ropes properly rigged nor were their legs through the harnesses to prevent them from falling out or through the harness.
