At site located at 929 Fennel Seed Way in Ruskin, Florida, on or about February 27, 2020, employees installing 8 feet by 4 feet plywood panels on the second story floor over the garage of a new residential house were exposed to a fall of 10 feet and were not provided with training to recognize hazards of falling through unprotected leading edges.
