The rubber cover was not secured to prevent it from being opened without any special tools or knowledge.  In addition, the rubber cover was not so designed and constructed as to prevent the employees from having any part of their body in the danger zone during movement of the machine. The moving parts included but were not limited to the moving bucket.      NO ABATEMENT CERTIIFCATION REQUIRED:
