29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s): a) Building 3648: on October 14, 2020 an employee was working from a three foot wide ledge and was exposed to an eight foot fall to a lower landing surface. b) Building 3624: on October 14 ,2020 and at times prior thereto; controlling employer, Vollkommen Construction did not ensure it's subcontractor's employees were working from stable pole scaffolding. Baseplates were buried in uneven rocky soil and mudsills were not secured to baseplates. Vollkommen Construction, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.20(b)(2), which was contained in OSHA inspection number 1389425, citation number 1, item number 1a and was affirmed as a final order on June 17, 2019, with respect to a workplace located at 3710 N Centre Point Way, Meridian, ID 83646.
