29 CFR 1910.1200(e)(1):The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59) At a commercial construction site located at 900 Kansas Ave, Clinton, MO: Employees were exposed to toxic or hazardous substances. This was demonstrated on January 6, 2021 when workers engaged in roofing installation activities were working with a variety of roofing chemicals; including, but not limited to TPO Primer, Weathered Membrane Cleaner, and Membrane Bonding Adhesive. The employer failed to ensure that employees were informed of the hazards associated with the chemicals in their work environment by developing and implementing a hazard communication program.

At a commercial construction site located at 900 Kansas Ave, Clinton, MO: Employees were exposed to toxic or hazardous substances. This was demonstrated on January 6, 2021 when workers engaged in roofing installation activities were working with a variety of roofing chemicals; including, but not limited to TPO Primer, Weathered Membrane Cleaner, and Membrane Bonding Adhesive. The employer failed to ensure that employees were informed of the hazards associated with the chemicals in their work environment by keeping a chemical inventory list and reference to an appropriate safety data sheet.

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. Or, on roofs 50-feet (15.25 m) or less in width, each employee was not protected by use of a monitoring system. At a commercial construction site located at 900 Kansas Ave, Clinton, MO: Employees were exposed to fall hazards. While engaged in roofing installation activities employee were working next to an unprotected edge without fall protection. The employer failed to ensure that employees were protected from falls by the use of either fall protection systems, or personal fall protection.
