29 CFR 1926.501(b)(1):Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about May 25, 2021 on the northeast side of the construction site, employees were performing roofing work without proper fall protection at heights upwards of twenty (20) feet.

29 CFR 1926.451(g)(1)(vii): Each employee on a scaffold, not otherwise specified in paragraphs (g)(1)(i) through (g)(1)(vi) of this section, more than 10 feet (3.1 m) above lower level was not protected from falls by the use of personal fall arrest systems or guardrail systems meeting the requirements of paragraph (g)(4) of this section. On or about May 22, 2021, on the northwest side of the project site, an employee stood on a scaffold platform performing masonry work at a height of approximately twenty (20) feet above a lower level without the use of a personal fall arrest system or appropriate guardrail system.
