29 CFR 1926.451(f)(3): Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift and after any occurrence which could affect a scaffold's structural integrity. On or about April 17, 2023, on the east side of the site, an employee stood on a scaffold platform performing masonry work at a height ten feet above a lower level without the use of a personal fall arrest system or appropriate guardrail system. In addition, the scaffold had open sides that were not guarded and an improper guardrail system on the top platform. If a competent person had inspected the scaffold, the defects would have been discovered and corrected.

29 CFR 1926.451(g)(1): Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section. On or about April 17, 2023, on the east side of the site, an employee stood on a scaffold platform performing masonry work at a height ten feet above a lower level without the use of a personal fall arrest system or appropriate guardrail system. Langlois Construction, LLC was previously cited for a violation of this occupational safety and health standard or it's equivalent standard 29 CFR 1926.451(g)(1)(vii), which was contained in OSHA inspection number 1533061, citation number #1, item number #2 and was affirmed as a final order on 08-04-2021, with respect to a workplace located at 7393 Hwy 44, GONZALES, LA 70737.
