A maintenance employee installed e-stops and an emergency pull cord above the mailer machine and the employer's procedures did not:    - Identify all magnitudes of energy sources.  - Orderly shutdown of Machine or equipment. - Ensure that all potentially hazardous stored or residual energy was relieved, disconnected, and rendered safe.  - Verify that isolation and de-energization of the machine or equipment had been accomplished.
