The employer did not develop and implement a monitoring program as required.  On or about March 4, 2022, an employee was exposed to noise levels above an 8-hour time weighted average of 85 dBA.   A packager was exposed to an 8-hour TWA of 88.1 dBA (Equivalent Dose of  71.1%).  Time sampled was 450 minutes with a zero increment for 30 minutes which were not sampled.  The employer  did not develop and implement a monitoring program as required.    This item was corrected during the inspection.
