29 CFR 1910.147(c)(4)(i): Procedures shall be developed, documented and utilized for the control of potentially hazardous energy when employees are engaged in the activities covered by this section: Production Area, JN Frito West Line, Mezzanine Level On or about December 21, 2021, the employer did not ensure that energy control procedures were utilized to control hazardous energy when employees engaged in maintenance activities on the Woodman (Apache, SN APBA350RN0150) bagmaker. Employees were exposed to amputation and crushing hazards if the bagmaker were to unexpectedly start while performing maintenance activities, such as unjamming bags from the machine.

29 CFR 1910.212(a)(1):Types of guarding. One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices, electronic safety devices, etc. Production Area, JN Frito West Line, Mezzanine Level. On or about December 21, 2021 employees working on the Woodman (Apache, SN APBA350RN0150) bagmaker were exposed to amputation and crushing hazards when retrieving sample bags from underneath the machine. The employer did not adequately guard the machine to prevent employees from getting their hands/fingers caught in the moving parts of the machine.
