29 CFR  1926.20(b)(1):It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part.  a)	Jobsite: 2100 Lomband Ct, Phila., PA 19146- On or about June 2, 2022, the employer did not initiate and maintain an accident prevention program to assist employees in identifying working conditions which are hazardous to the health or safety of his employees, such as but not limited to fall hazards, as may be necessary to comply with this part.

29 CFR  1926.501(b)(13):"Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system.  a) Jobsite: 2100 Lombard Ct, Philadelphia, PA 19146 - On or about June 2, 2022, the employer did not ensure that employees conducting framing operations on the 4th level of the residential construction building, approximately 27 feet above the ground level, were protected from fall hazards by the use of a fall protection system.  c)Jobsite: 2100 Lombard Ct, Philadelphia, PA 19146 - On or about June 2, 2022, the employer did not ensure that employees moving lumber on the 3rd floor of the residential construction building, approximately 18 feet above the ground level, were protected from fall hazards using a fall protection system.    b) Jobsite: 2100 Lombard Ct, Philadelphia, PA 19146 - On or about 06/02/2022, the employer did not ensure that an employee moving lumber on the 2nd level of the residential construction building, approximately 9 feet above the ground level, was protected from fall hazards by the use of a fall protection system.

29 CFR  1926.503(a)(1):The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.  a)  Jobsite: 2100 Lomband Ct, Phila., PA 19146 - On or about June 2, 2022, the employer did not provide a training program for each employee in the recognition and avoidance of fall hazards, while framing and working next to the unprotected sides and edges of the 2nd, 3rd & 4th levels of a residential building, exposed to falls approximately 9 - 27 feet above the ground level.
