McDonnell Boulevard, Hazelwood, MO., employees were exposed to an arc blast hazard. The employee was actively working while performing high potential testing along with related electrical troubleshooting to check the phasing and grounds. Lockout-tagout procedures were not performed at the circuit breaker cubicle as well as the door to the E house for the location of the breaker.
