29 CFR  1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s)   (a)	On or about November 15, 2022, and at times prior, the  controlling employer did not conduct frequent or regular safety and health inspections by a competent person of the Poudre Heights development to prevent and detect hazards involving subcontractor employees.  A subcontractor employee was working on the ground performing soil testing simultaneously and in proximity as heavy equipment was performing excavation work, when the employee was struck-by a Cat D9T dozer and killed as a result.
