Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  a) On or about 03/08/2023, at the Albion Main Street Bridge, located on Route 98/Main Street, in Albion, New York, the employer did not enforce the use of fall protection when employees were installing anchors to cement blocks along the edge of the Erie Canal wall  measuring 13 feet 4 inches above lower levels.  Employees were allowed to work without fall protection and were exposed to fall hazards.  NO ABATEMENT CERITFIICATION REQUIRED
