On or about March 13, 2023, the employer did not ensure the employees were trained and aware of the hazards associated with not wearing the proper fall protection. This condition exposed employees to fall hazards.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system: On or about March 13, 2023, employees engaged in residential construction activities were exposed to fall hazards in excess of 6 feet. Employees had the fall protection harnesses on but were not anchored down. This condition exposed employees to fall hazards. RGR Roofing was previously cited for a violation of this occupational safety and health standard 1926.501(b)(13), which was contained in OSHA inspection number 1642848, citation number 1, item number 1 and was affirmed as a final order on February 8, 2023, with respect to a workplace located at 6324 Camino Pinon Place El Paso, Texas 79932. RGR Roofing was previously cited for a violation of this occupational safety and health standard 1926.501(b)(13), which was contained in OSHA inspection number 1365284, citation number 1, item number 2 and was affirmed as a final order on February 27,2019 with respect to a workplace located at 7881 Enchanted Circle, El Paso, TX 79911.
