The one clear ramp in the excavation was on the back side of the excavation where the employees would have to climb over active power lines and the alternate means was blocked by wiring and tools. Additionally, the alternate ramp was not compacted which would prevent employees from being able to immediately egress the excavation.  Teal Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.651(c)(2), which was contained in OSHA inspection number 1501462, citation number 2, item number 1 and was affirmed as a final order on 05/21/2021, with respect to a workplace located at the Fork Landing West development, Northwest of intersection Delaware Route 15 and Carpenters Bridge Road, Felton, DE.
