29 CFR  1910.29(b)(10): When gates or chains, instead of removable guardrails, are used at a hoist area, the employer did not demonstrate the chains or gates provide a level of safety equivalent to guardrails.  Located in the warehouse mezzanine, three hoist areas used chains instead of removable guardrails. Chain sections did not include a midrail chain and therefore did not provide a level of safety equivalent to the guardrails on the other parts of the mezzanine.
