29 CFR 1910.132(d)(1)(i): The employer shall assess the workplace to determine if hazards are present, or are likely to be present, which necessitate the use of personal protective equipment (PPE). If such hazards are present, or likely to be present, the employer shall select, and have each affected employee use, the types of PPE that will protect the affected employee from the hazards identified in the hazard assessment. At the establishment located at 450 Ripple Avenue, Oshkosh, Wisconsin; the employer did not select and require the use of personal protective equipment that would protect each Inspector/Packer employee from the hazards identified in the hazard assessment, such as but not limited to appropriate hand protection, exposing each employee to contact with sharp object hazards while working with utility knives. Inspector/Packer employees utilized utility knives while wearing cut-resistant gloves that did not adequately protect their hands.

29 CFR 1910.138(b): Employers shall base the selection of the appropriate hand protection on an evaluation of the performance characteristics of the hand protection relative to the task(s) to be performed, conditions present, duration of use, and the hazards and potential hazards identified. At the establishment located at 450 Ripple Avenue, Oshkosh, Wisconsin; the employer did not select the appropriate hand protection based on the performance characteristics of the hand protection relative to the tasks that were performed, exposing each Inspector/Packer employee to contact with sharp object hazards while working with utility knives. Inspector/Packer employees utilized utility knives while wearing cut-resistant gloves that did not adequately protect their hands.
