29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) On or about 05/24/2023, at the site located at 16055 Scarpetta St. Winter Garden, FL., the sides of the ladder were set by the employer approximately two ( 2) feet past the roof landing, while being used to gain access to a roof (20) feet high, to install shingles, exposing employees to fall hazards.
