29 CFR 1926.20(b)(1): The employer did not create or maintain a safety and health program to include, but not limited to, identification and control of hazards, training and education, and work safety rules and procedures to enable employees exposed to fall hazards to recognize and avoid unsafe conditions at the workplace.   a) Jobsite located at 841 South 2nd Street, Philadelphia, PA. - The employer did not initiate or maintain an accident prevention program to address the associated hazards that employees are exposed to during framing activities, such as but not limited to fall hazards.   Condition noted on or about August 1, 2023.

29 CFR 1926.503(a)(1):The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards.  a) Jobsite located at 841 South 2nd Street, Philadelphia, PA. - The employer did not provide effective training for each employee installing metal flashing on the roof of a residential building, and exposed to hazards of approximately 35 feet, in the recognition and avoidance of fall hazards.  Condition was observed on or about August 1, 2023.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) Jobsite located at 841 South 2nd Street, Philadelphia, PA.- The employer did not ensure that employees installing metal flashing on the roof of a residential building, approximately 35 feet above the ground level, were protected from fall hazards by the use of a fall protection system.  Condition was observed on or about August 1, 2023.   Blue Contractor, Corp., was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1643517, citation number 1, item number 1 and was affirmed as a final order on 6-14-2023, with respect to a workplace located at Lenox Drive Block 1248.40 Lot 36/37 Lakewood, NJ 08701.  Blue Contractor, Corp., was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1651966, citation number 2, item number 2 and was affirmed as a final order on 5-9-2023, with respect to a workplace located at 161 Summit Ave Montvale, NJ 07645.
