The employer did not ensure that handrails have the shape and dimension necessary so that employees can grasp the handrail firmly:  a)	Radford Army Ammunition Plant Sulfuric acid area: On or about 10/24/2023, employees are exposed to a possible fall hazard resulting from top stair rails not having the shape and dimension to firmly grasp the rail.   Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1910.29(b)(1): The employer did not ensure that  guardrail systems met the requirement that the top edge height of top rails, or equivalent guardrail system members, that are 42 inches (107 cm), plus or minus 3 inches (8 cm), above the walking-working surface. The top edge height may exceed 45 inches (114 cm), provided the guardrail system meets all other criteria of paragraph (b) of this section (see Figure D-11 of this section):  a)		Radford Army Ammunition Plant Piccolo Deck: On or about 10/25/2023, the top guardrail was not 42 inches in that one side of the railing was hanging therefore could possibly expose employees to a 5ft fall hazard.   Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

NOTE: A sign reading DANGER-PERMIT-REQUIRED CONFINED SPACE, DO NOT ENTER or using other similar language would satisfy the requirement for a sign.  Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
