29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): On or about November 21, 2023, and at times prior thereto, on the north side of the residential construction, employees conducted roof decking and framing activities at heights greater than six feet without a fall protection system in place, exposing employees to serious fall hazards. Reynaldo Reyes was previously cited for a violation of this occupational safety and health standard, or its equivalent standard, 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1587020, citation number 1, item number 1, and was affirmed as a final order on May 16, 2022, with respect to a workplace located at the Intersection of Rancho Vista East and Hector P. Garcia, Corpus Christi, Texas.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about November 21, 2023, and at times prior thereto, employees performing framing activities utilized a ladder for roof access/egress. The ladder side rails did not extend at least three feet above the roof landing, exposing employees to fall hazards. Reynaldo Reyes was previously cited for a violation of this occupational safety and health standard, or its equivalent standard, 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1417955, citation number 1, item number 2, and was affirmed as a final order on December 12, 2019, with respect to a workplace located at 7621 Stampede, Corpus Christi, Texas.
