The employees were conducting residential roofing operations and were exposed to the hazard of falling approximately twelve (12) feet.

29 CFR  1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  On or about 11/28/2023, the employer did not ensure portable ladders were constructed and placed so three (3) feet or more were extended above the upper landing at the job site located at 202 Stephanie Lynn Dr., Wentzville, MO. Workers performing residential construction were exposed to falling approximately twelve (12) feet while using a straight ladder to ascend/descend from the ground level to the roof.
