29 CFR  1926.502(d)(16): Personal fall arrest systems, when stopping a fall, shall be rigged such that an employee can neither free fall more than 6 feet (1.8 m), nor contact any lower level:   a- 1712 Hancock Lane, Burlington NJ:   A worker installing roof trusses onto a commerical structure, and performing other related activites, was exposed to fall hazards (in excess of 25 feet to the flooring below) when their full body harness was connected to a self retracting life line whose housing was connected to wooden roof trusses with a nylon strap that was wrapped around metal gusset plates exposing it to damage.  Condition observed on or about 09/03/24.  b - 1712 Hancock Lane, Burlington NJ:   Four workers installing a commercial structure's roof trusses and roof truss peaks, and performing other related activities, were exposed to fall hazards (in excess of 30 feet to the ground surface below) when they were not using their self retracting lifeline units as designed and designated by their manufacturer's operating requirements. The housing for these self retracting lifelines were either set below the worker or set horizontally (not above) 3 to 5 feet from where these workers were working.   As such, these workers were exposed to fall hazards ranging from 8 feet (from the roof truss to the structure's indoor flooring to greater than 20 feet (from the unprotected edges to the ground surface below). Conditions observed on or about 09/03/24.

29 CFR  1926.503(a)(2): The employer did not assure that each employee exposed to fall hazards was trained by a competent person qualified in the areas specified in 29 CFR 1926.503 (a)(2)(i) through (viii)    a - 1712 Hancock Lane, Burlington NJ:   Workers performing framing working consisting of but not limited to the installation of roof trusses and roof truss peaks onto a commercial building were not trained on fall protection means and methods as specified in 29 CFR 1926.503(a)(2)(i) through (viii).  These workers were exposed to fall hazards up to and in excess of 30 feet while wearing full body harnesses whose attached self retracting life line's housing were anchored improperly and/or not being used as per the manufacturer's requirements. Condition noted on or about 09/03/24.  NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM. FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
