29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, a personal fall arrest system, or an alternative fall protection measure as provided by another provision in paragraph (b) of this section: Each employee conducting framing work on a residential structure, with unprotected sides and edges, is not protected from falling by wearing a personal fall arrest system. The employer does not require the use of any form of fall protection during framing work. This violation was most recently observed on February 08, 2024 at 816 Cherry Elm Drive, Saint Augustine Florida, where three employees were not protected from fall hazards of 10 and 20 feet to the ground. To abate this violation, the employer must ensure that it's employees performing framing work are protected from falls, and that no employee is allowed to work at or above six feet high without adequate fall protection. 29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder: a. At a temporary worksite located at 1544 Oceanshore Blvd., Flagler Beach, Florida: On or about September 24, 2024, the employer exposed employees to fall hazards, in that the ladder rails did not extend 3 feet above the upper landing surface of the roof at the eave.
