(a) 304 at Valley Pointe Apartment Complex, 2nd Story Deck: On December 4, 2024, two employees were observed standing on the top step of an 8ft. Werner stepladder while securing the third-story deck framing to the exterior wall sheathing of the apartment building, exposing the employees to a fall hazard of up to approximately 19 feet.

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards. (a) 304 at Valley Pointe Apartment Complex, 2nd Story Deck: On December 4, 2024, employees required to use ladders as part of their job duties had not received training on procedures to be followed to minimize the hazards associated with ladders such as, but not limited to, not using the top of the ladder as a step or working level.
