29 CFR 1910.147(c)(4)(ii)(C):The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them. a) On or about 02/15/2025, in the Whey Plant (RO Room), where employees were conducting Clean-In-Place (CIP) procedures on the Whey Permeate Line, the procedure did not clearly and specifically outline how to control the release of stored energy (steam and hot water) when concluding CIP and hooking up the pipes to start production. As a result, an employee was burned after unintentionally releasing steam and hot water while removing a clamp from the pipes without first relieving the back pressure within the closed system by opening the relief valve. ABATEMENT DOCUMENTATION REQUIRED
