29 CFR 1926.200(i): American National Standards Institute (ANSI) standards Z35.1-1968, ANSI Z535.2-2011, ANSI Z35.2-1968, and ANSI Z535.5-2011, incorporated by reference in � 1926.6, contain rules in addition to those specifically prescribed in this subpart. The employer did not comply with ANSI Z35.1-1968 or ANSI Z535.2-2011, and ANSI Z35.2-1968 or Z535.5-2011, with respect to such additional rules, as follows:  ANSI Z35.1-1968 paragraph 4.3:  Safety instruction signs were not used where there was a need for general instructions and suggestions relative to safety measures:  (a) West Outer Side of South Abutment - Two employees worked from an employer-made personnel basket hoisted and suspended from a Sany SRA350A rough terrain 35-ton mobile hydraulic crane to spray sealant onto the abutment wall.  The personnel basket did not have safety instruction signage to inform employees:  of the maximum number of occupants permitted in the basket at one time; of the location of anchorage points for personal fall arrest and the maximum number of users per anchorage point; of the rigging system description (including wire rope or chain sling and size); and not to use the basket as a material hoist (other than for tools and the materials necessary for employees to do their work); on or about March 3, 2025.  (b) West Outer Side of South Abutment - Two employees worked from an employer-made personnel basket hoisted and suspended from a Sany SRA350A rough terrain 35-ton mobile hydraulic crane to spray sealant onto the abutment wall.  The wire rope sling rigging system used with the personnel basket did not have safety instruction signage permanently marked on each wire rope leg to inform employees of the rated load of the leg and did not have safety instruction signage permanently marked on the master link to inform employees of the rigging system's rated load and to use the rigging system as a personnel lifting platform suspension component only (i.e., not as rigging equipment for material handling), on or about March 3, 2025.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.

The personnel basket did not have its weight nor its rated capacity posted, on or about March 3, 2025.  Abatement certification required within 10 days after abatement date. The employer did not perform a proof test on the personnel basket at the jobsite prior to hoisting employees, on or about March 3, 2025.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
