Operator adjusting scrap feed rolls (open and close) to take slack out of strip to scrap chopper.

EE received superficial 2 inch horizontal laceration across lower left center of neck when 1 4 inch wide edge scrap broke off and 24 inch tail end snapped back striking operator in neck. Operator was closing scrap feed rolls to the scrap chopper to take out slack in the strip when the rolls abruptly engaged the strip and broke with scrap end striking employee in the neck. EE treated Rome Hospital released and to return to work.
