Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to hazards of overloading and/or dropping slipping, or
swinging loads:
(a)Expanded Pipe Mill, Up River - Employees used a vacuum lifting device,
manufactured by Vac-U-Lift to move sheets of steel.  This below-the-hook
lifting
device did not have a permanently affixed identification stating the rated
capacity
legibly marked on the main structure and did not have an inspection
record, on
or about May 11, 2005.
(b)Expanded Pipe Mill, Down River - Employees used two (2) spreader bars to
move pipe throughout the manufacturing process.  These below-the-hook,
spreader beams/load supporting lifting devices did not have permanent
markings
displaying the rated capacity of the lifting devices, an identification
for
each
lifting device or inspection records, on or about May 11, 2005.
(c)Painting/Coating Bay, Down River - Employees used a H pile hook to move
sheet
pile.  This below-the-hook, load supporting lifter did not have a
nameplate or
other permanent markings displaying the manufacturer's name, address,
serial
number or rated load.  In addition, there were no inspection records for
the hook,
on or about May 11, 2005.
(d)Outside Rail Loading Area - Employees used a crane equipped with
electromagnetic lifters to move pipe from a conveyor line to rail cars,
there were
no inspection records for the magnet device, on or about May 11, 2005.
Among other methods, one feasible and acceptable abatement method to
correct these
hazards includes:
As specified in Below-The-Hook Lifting Devices, ANSI/ASME B30.20-1999, for
load supporting lifters, the rated load of the lifting device shall be
marked on the
main structure where it is visible.  An identification of the lifting
device shall be
listed on a nameplate or other permanent marking displaying the
manufacturer's
name, address, serial number, lifter weight and rated load.
As specified in Below-The-Hook Lifting Devices, ANSI/ASME B30.20-1999, for
vacuum lifting devices, the rated load, maximum width, maximum length and
minimum thickness of the load shall be legibly marked on the main
structure.
As specified in Below-The-Hook Lifting Devices, ANSI/ASME B30.20-1999, for
load supporting lifters, vacuum lifting devices and lifting magnets,
conduct
frequent and periodic inspections for each Below-The-Hook lifting device.
Record periodic inspection results.  It is acceptable to make an external
code
mark on the load supporting lifter or vacuum lifting device as an
acceptable
identification in lieu of records.  VERIFICATION REQUIRED
