Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards associated with dust explosion, deflagration or other fire hazards. The transport velocity of the leather/resin dust from the production machinery to the dust collector was insufficient. Among other methods, some feasible and acceptable methods to abate these hazards are to comply with: 1. NFPA 654, Sections 6,7 and 8. 2. NFPA 68 and 69, including but not limited to: a) Assure airflow rates at each hood or other pick-up points can convey and control the dust. b) Assure the ductwork is sized properly to provide the air volume and velocity needed to keep the interior of ductwork clean and free of dust. ABATEMENT DOCUMENTATION REQUIRED PER 29 CFR 1903.19(d)ION
