29 CFR 1926.600(a)(3)(i): Bulldozer and scraper blades, end-loader buckets, dump bodies, or similar equipment were not fully lowered or blocked when being repaired or when not in use: (a) At the project site parellel to Marine Corps Drive, Naval Base Guam (near Victor wharf), a 2007 Caterpillar 430E end-loader, license 864 SEQ, was parked and the rear bucket was not fully lowered or blocked when not in use thus, exposing personnel passing by the end-loader to struck-by hazards from the bucket which may unexpectedly drop when left in the raised position and unattended.
