29 CFR 1926.200(g)(1): Construction areas were not posted with legible traffic signs at points of hazards:    (a)  Kuechle Underground, Inc. at 38th Street and Third Avenue East, Williston, ND 58801:  On or about October 31, 2011, the employer did not ensure that advanced warning signs were in place for a work zone involving an excavation for a new 30" main sewer line.  There were no advanced warning signs on either side of 38th Street, nor on Third Avenue East, both of which were unpaved low-volume city streets with 25 mph speed limits.  Condition exposed employees to struck-by hazards.    Abatement note:  The MUTCD Millennium Edition, December 2000, Part VI, Sections 6C.03 and 6C.04 discuss requirements associated with advance warning areas, providing that the advanced warning area is that section of the highway where road users are informed about the upcoming work zone or incident area.
