29 CFR 1926.451(e)(8):     Direct access to or from another surface shall be used only when the scaffold is not more than 14 inches (36 cm) horizontally and not more than 24 inches (61 cm) vertically from the other surface.    At the site, employees were stepping from one section of tubular welded frame scaffolding to gain access to the perpendicular section of scaffolding.  The distance between the two sections of scaffolding was at 25-1/2" at the bottom planks on the top of the first buck and at a greater distance farther up the scaffold onto the second buck, thereby exposing the employees to a fall hazard at a max height of 12 feet.
