29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):     a) West facing exterior wall of the recreational vehicle garage, at the top of the wall: on or about May 10, 2012, and at times prior thereto, an employee was standing and setting trusses from the top of the wall without means of fall protection.    b) North facing eave of house, on or about May 10, 2012, and at times prior thereto, an employee was standing on and hauling trusses over a roof eave without means of fall protection.    Note: Abatement certification and documentation are required for these items.    Pat Nolan Construction LLC was previously cited for a violation of this Occupational Safety and Health Standard  which was contained in inspection number 313352353, citation 2 item 3, and was affirmed as a final order on  May 10, 2010, with respect to a workplace located at 640 Saguaro, Meridian, Idaho 83642.

29 CFR 1926.503(a)(2)(iii):The employer did not assure that each employee has been trained, as necessary, by a competent person in the use and operation of guardrail systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used:    a) On top of the west facing exterior wall of the recreational garage and north facing eave of the house: on or about May 10, 2012 and at times prior thereto, the responsible person on the site and employees performing framing activities did not recognize the hazards of working from exterior top plates or roof eaves and take actions to minimize or eliminate those hazards.    Note: Abatement certification IS required for this item.
