29 CRF 1926.200(g)(2):  All traffic control signs or devices used for protection of construction workers did not conform to Part VI of the Manual of Uniform Traffic Control Devices (AMUTCD"), 1988 Edition, Revision 3, September 3, 1993, FHWA-SA-94-027 or Part VI of the Manual on Uniform Traffic Control Devices, Millennium Edition, December 2000, FHWA, which were incorporated by reference:    (a) On Msgr. Guerrero Road, in the village of San Vincente, Saipan, on or about February 14, 2013, and at times prior thereto, the Manual on Uniform Traffic Control Devices (MUTCD) was not followed.  The MUTCD required under Section 6F.29: The flagger sign shall be removed, covered, or turned away from road users when the flagging operations are not occurring.  Going eastbound on Msgr. Guerrero Road there was a flagman sign, but there was no flagman.  Going westbound on Msgr. Guerrero Road there was a flagman sign, but there was no flagman.      GPPC WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD 29 CFR 1926.200(G)(2) WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 315053645, CITATION NUMBER 1, ITEM NUMBER 1, ISSUED ON SEPTEMBER 29, 2010, AND WAS AFFIRMED AS A FINAL ORDER ON OCTOBER 22, 2010, WITH RESPECT TO A WORKPLACE LOCATED AT THE WATERLINE ISOLATION PROJECT, AS GONNO VILLAGE, SAIPAN, MP  96950.    GPPC WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD 29 CFR 1926.200(G)(2) WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 585944, CITATION NUMBER 1, ITEM NUMBER 1, ISSUED ON OCTOBER 18, 2012, AND WAS AFFIRMED AS A FINAL ORDER ON NOVEMBER 26, 2012, WITH RESPECT TO A WORKPLACE LOCATED AT THE REHABILITATION OF LIFT STATION S-8/S-2 PROJECT, PALE ARNOLD ROAD AND MICRO BEACH ROAD, GARAPAN, SAIPAN, MP  96950.
