29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. a) Southwest corner of the roof, Monroe County Courthouse, 610 Monroe Street, Stroudsburg, PA: Employees were removing slate roofing material on a steep slope roof (6:12 pitch) without the use of a guardrail system, safety net system or personal fall arrest systems. Employees were exposed to a twenty eight-foot (28') fall hazard, as observed by the CSHO on or about April 8, 2013. In accordance with 29 CFR 1903.19, abatement certification and documentation is not required for this violation as abatement was observed during the inspection. The C & D Waterproofing Corporation was previously cited for a violation of this occupational safety and health standard which was contained in OSHA inspection number 653578.015, citation number 1, item number 1 and was affirmed as a final order on October 18, 2012, with respect to a workplace located at 213 West Green Street, West Hazleton, PA 18202.
