This condition exposed employees to an electrical shock and electrical burn hazards.

29 CFR 1910.304(f)(1)(iv): Overcurrent devices for circuits rated 600 volts, nominal, or less, were not readily accessible to each employee or authorized building management personnel. Whittier Port Facility; on or about 01 May 2013 and times prior thereto, the employer did not ensure that the electrical panel was readily accessible in the event of an electrical emergency. Area in front of the panel was used to store equipment impeding access to the circuit breaker panel. This condition exposed employees to an electrical shock hazard.
