The companys Hazard Communication Program was missing information including, but not limited to, the following:        1)  The designation of a person responsible for ensuring the labeling of in-plant containers.  2)  The description of the labeling system used for the facility.  3)  The procedures to review and update label information when necessary.  4)  The designation of a person responsible for obtaining and maintaining the MSDSs.  5)  The procedures to follow when the MSDS is not received at the time of the first shipment.  6)  The designation of a person responsible for conducting the Hazard Communication training.  7)  The format of the training program to be used.  8)  The procedures to train new employees at the time of their initial assignment.  9)  Training of employees when a new hazard is introduced into the workplace.  10) Procedures to train employees regarding new hazards to which they may be exposed when working on or near another employers worksite (i.e., hazards introduced by other employers).
