On or about June 8, 2013, employees performing roofing activities, including, but not limited to heat welding and tearing off old roofing materials, were utilizing a plastic pennant tape as the warning line.  The warning line was not made with rope, wire or chains.    d) roof of Arby's restaurant, 2022 Edinboro Road in Erie, PA.  On or about June 8, 2013, employees were performing roofing activities, including, but not limited to, heat welding and tearing off old roofing materials, were utilizing a warning line system that did not have a path of access to and from the ladder and warning line area.
