29 CFR 1926.451(b)(2): Except as provided in paragraphs (b)(2)(i) and (b)(2)(ii) of this section, each scaffold platform and walkway shall be at least 18 inches (46 cm) wide: a. On or about October 24, 2013, at the above addressed jobsite, employees installing roof trusses were using a 2" x 10" plank as a scaffold Platform, the employees were thereby exposed to fall hazards of approximately twenty (20) feet.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold: a. On or about October 24, 2013, at the above addressed jobsite, employees were exposed to falls of approximately 20 feet to the exterior of the building due to the lack of a fall protection system (guardrails).
