29 CFR 1926.701(b): Reinforcing steel. All protruding reinforcing steel, onto and into which employees could fall, shall be guarded to eliminate the hazard of impalement. (a) At the back side of the project site on October 31, 2013, there were no rebar caps throughout the site. Rebars protruded about 18 to 24 inches from the retaining wall/fence. An employee was observed working above rebars, thus exposing himself to impalement hazards.
