29 CFR 1926.1053(b)(4): Ladder(s) were used for purposes other than the purpose for which they were designed  At the side of the building fronting Chalan San Antonio, on November 8, 2013, an eight foot aluminum stepladder was used in the folded/closed position and leaned against the exterior wall to access the upper wall area.  The top of the exterior wall was about 10 feet to the ground.  An employee utilized the stepladder as a working platform in order to paint the upper concrete wall.
