29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided:  a- 7 Doddington Boulevard, Medford NJ: Employees, not supplied with fall protection, were exposed to fall hazards in excess of 9 feet 5 inches to the ground surface below when utilizing an A-framed ladder (that was approximately 5 feet 5 inches high) to access and egress the upper walking/working surface of a residential building.  As such, the ladder was approximately 3 feet 11 inches too short from reaching the upper walking/working surface. Condition observed on or about 11/08/13.

As such these employees were exposed to fall hazards in excess of 9 feet 5 inches to the ground surface below.  Condition observed on or about 11/08/13.

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards:  a- 7 Doddington Boulevard, Medford NJ: Employees, were not trained to recognize the hazards associated with falls.  The employees were not supplied with fall protection, were exposed to fall hazards in excess of 9 feet 5 inches to the ground surface below when accessing and egressing the buildings upper landing from the top step of a A-framed ladder.  Condition observed on or about 11/08/13.    NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM.  FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
