On and before July 8, 2014, at the east tong changing pit at the Faircrest Steel plant, the employer exposed employees to a fall hazard, over 4 feet, by allowing them to walk past the 35 inch by 48 inch opening in the guardrails of the tong changing pit to get to the east #317 overhead crane boarding area.
