29 CFR 1926.52(d)(1): In all cases where the sound levels exceeded the values shown in Table D-2 of 29 CFR 1926.52, a continuing, effective hearing conservation program was not administered:  a) Parking garage at Hancock International Airport, on or about 10/22/14: A hearing conservation program was not administered for employees exposed to high levels of noise including, but not limited to jackhammering operations and surrounding areas where employees were exposed to an 8-hour time weighted average ( 8-hr. TWA) of noise at 94.5 decibels (dBA) for the 121 minute sampling period. A zero increment was included for the 359 minutes not sampled.  An effective hearing conservation includes, at a minimum, the following:  - a monitoring program for including employee into the program, - selection of hearing protection for employees, that effectively attenuate noise below 90 dBA - administration of baseline audiograms for employees exposed to noise in excess of 90 dBA, based on an 8-hr. TWA, - administration of annual audiograms for employees exposed to noise above 90 dBA based on an 8-hr. TWA, - annual employee training on the hearing conservation program, effects of noise on hearing and hearing protectors, - supervision on proper use of hearing protectors, and - retraining, refitting and retesting of employees with documented hearing loss (standard Threshold shift).  Abatement certification must be submitted for this item
