Sampling was conducted on 02/05/15 for 330 minutes. Zero exposure was assumed for the remainder of the shift. (b) On or about 11/19/14 - Building 433 baghouse, an employee conducting maintenance work was exposed to an airborne concentration of iron oxide fumes of approximately 320.0 mg/m3, or 31.79 times the PEL. Sampling was conducted on 02/05/15 for 332 minutes. Zero exposure was assumed for the remainder of the shift. This plan shall include, at a minimum, target dates for the following actions which must be consistent with the abatement dates required by this citation: (1) Evaluation of engineering/administrative control options; (2) Selection of optimum control methods and completion of design; (3) Procurement, installation and operation of selected control measures; (4) Testing and acceptance All proposed control measures shall be approved for each particular use by a competent industrial hygienist or other technically qualified person. 30-day progress reports are required during the evaluation period. Step 3 - Abatement shall have been completed by the implementation of feasible engineering and / or administrative controls upon verification of their effectiveness in achieving compliance.

29 CFR 1910.1027(c): The employer did not ensure that no employee was exposed to an airborne concentration of cadmium in excess of five micrograms per cubic meter of air (5ug/m3), calculated as an eight-hour time-weighted average (TWA): (a) On or about 11/19/14 - Building 433 baghouse, an employee conducting maintenance work was exposed to an airborne concentration of cadmium dust of approximately 0.042 micrograms/m3 or 8.432 times the PEL. Sampling was conducted on 02/05/15 for 349 minutes. Zero exposure was assumed for the rest of the shift. The employee was wearing a 3M Air-Mate Powered Air-Purifying Respirator (PAPR) during the sampling period. (b) On or about 11/19/14 - Building 433 baghouse, an employee conducting maintenance work was exposed to an airborne concentration of cadmium dust of approximately 0.019 micrograms/m3 or 3.712 times the PEL. Sampling was conducted on 02/05/15 for 330 minutes. Zero exposure was assumed for the rest of the shift. The employee was wearing a 3M Air-Mate Powered Air-Purifying Respirator (PAPR) during the sampling period. Step 1 - Effective respiratory protection shall be provided to and used by exposed employees as an interim protective measure until feasible engineering and/or administrative controls can be implemented or whenever such controls fail to reduce employee exposure to within permissible exposure limits. Step 2 - A written detailed plan of abatement shall be submitted to the Area Director outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposures to hazardous substances as referenced in this citation. This plan shall include, at a minimum, target dates for the following actions which must be consistent with the abatement dates required by this citation: (1) Evaluation of engineering/administrative control options; (2) Selection of optimum control methods and completion of design; (3) Procurement, installation and operation of selected control measures; (4) Testing and acceptance. All proposed control measures shall be approved for each particular use by a competent industrial hygienist or other technically qualified person. 30-day progress reports are required during the evaluation period. Step 3 - Abatement shall have been completed by the implementation of feasible engineering and / or administrative controls upon verification of their effectiveness in achieving compliance.
