29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent). On or about February 19, 2015, employees were exposed to fall hazards, in that the employer failed to ensure that railing and chain barriers were in place for employees working more than four feet above the next lowest level on the walking working surface of the rig located at the middle and rear of Work-Over Rig 112. The employer J&M Energy Services was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.23(c)(1), which was contained in OSHA inspection number 908542, citation number 1, item number 1 and was affirmed as a final order on 07/19/2013, with respect to a workplace located at Rig 108, Spanish Trail lease, Well #4411, 4.5 miles West of Midland TX.
